On February 24, the Public Charge Inadmissibility Law – commonly known as Public Charge – went into effect after much debate and a January ruling by the Supreme Court.

So what does the new rule mean for Texas Children’s and for us as employees?

First, it means that many of our patients, health plan members, and their families may start asking more questions or may shy away from our services due to misinformation. Secondly, it means that all employees should understand exactly what public charge means and what to say to the families who may have questions.

What is a public charge?

“Public charge” or the “public charge test” is used by immigration officials to decide whether a person can enter the United States or get a lawful permanent resident status (green card). In this test, officials assess the likelihood of whether a person will lean heavily on the government for support.

What does the new rule mean?

The United States Department of Homeland Security issued a final rule (a new regulation) for legal immigrants in the United States wishing to enter or remain here.

Based on a number of factors – such as income, employment, personal health, education, skills and family situation – a person may or may not be allowed into the country or allowed to apply for lawful permanent status or a visa. The more public assistance a person has received in the past or the more assistance he or she is likely to receive, the less likely their chances of getting a green card.

Are there any exceptions to the rule?

Yes. Individuals listed below will not have to undergo the public charge test:

  • Pregnant women who need public assistance during pregnancy or for 60 days after giving birth
  • Pregnant women on Medicaid

The following forms of assistance do not count against anyone subjected to the public charge test:

  • Medicare Part D low-income subsidy
  • Benefits received by children until the age of 21, including Medicaid and CHIP
  • Emergency medical assistance
  • Food pantry assistance
  • School lunch program participation
  • Foster care or adoption

When does the new rule start?

Monday, February 24.

What do I tell patients who are in the process of trying to obtain a green card?

The public charge rule will only apply to individuals who apply for a green card on or after February 24. Tell them that it is important to speak to a lawyer about their individual case before making any decisions. They can seek low-cost or free counsel through Baker Ripley’s Citizenship and Immigration Services (https://www.bakerripley.org/citizenship-and-immigration-services).

What about our financial counselors that help families who are inpatient? Can the Health Plan help them?

The Houston Livestock Show and Rodeo takes over NRG Park from Tuesday, March 3 through Sunday, March 22. As we do every year, Texas Children’s will be giving employees an opportunity to conveniently purchase tickets for the different rodeo events, including those must-see musical performances.

Texas Children’s annual Rodeo Concert Ticket Drawing will take place from February 6 to February 13, during which employees will have the opportunity to purchase discounted tickets for this year’s most popular performances, including Dierks Bentley, Gwen Stefani, Willie Nelson, and more.

All tickets distributed through the Rodeo Concert Ticket Drawing are sold at a discounted rate. The cost is $30 for Sections 102, 120, 123, 130 and 140, and $35 for Section 325 (club seats). We are unable to accept requests for a specific concert ticket price – winners of the drawing will be awarded seat locations at random.

To participate in this year’s drawing, please follow these steps:

Step 1 – Before submitting your entry, make sure you:

Enroll in the Voluntary Purchase Program through MOLI. If you win the drawing, your tickets will immediately be purchased through payroll deduction. If you are not enrolled, please follow these instructions to sign up.

Create an account at Flash Seats to receive your concert tickets (should you win). For added convenience, all concert tickets will be issued electronically via Flash Seats. To register, visit flashseats.com.

Step 2 – Complete the online Rodeo Concert Ticket Drawing Request by Thursday, February 13.

Be sure to use the same email address associated with your Flash Seats account. This ensures proper electronic transfer of your concert tickets.

Select your preferred performer(s) and the number of tickets you agree to purchase if notified that you are a winner. Ticket maximum per employee is four (4). One drawing entry per employee.

Due to high volume, Human Resources is unable to confirm receipt of your drawing entry, accept changes or cancel your online form once received.

Human Resources will email the winners of the drawing by 3 p.m., Friday, February 21. If you are a winner, we will process the payroll deduction and transfer your tickets immediately.

It is important that you make sure you are enrolled in the Voluntary Purchase program AND use the same e-mail address as your Flash Seats account. Otherwise, your tickets will be forfeited to the next employee in line. No exceptions will be made. All concert ticket purchases are final.

Rodeo Concert ticket drawing – February 5 – 13

As of right now, RODEOHOUSTON has announced 17 artists for this year with another three concerts set to be announced on February 4. Once the full schedule is released, Texas Children’s will launch its annual Rodeo Concert Ticket Drawing, taking place from February 5 to February 13, during which employees will have the opportunity to purchase discounted tickets for this year’s most popular performances, including Dierks Bentley, Gwen Stefani, Willie Nelson, and more. Additional information about the drawing will be emailed next week. In the meantime, if you would like to participate in this year’s drawing, please do the following:

All concert tickets awarded through the drawing will be immediately paid for through payroll deduction. If you are not already enrolled in the Voluntary Purchase Program through MOLI, and plan to enter the drawing, please follow these instructions. Signing up typically takes about 5-10 minutes.

Rodeo concert tickets will be issued electronically via Flash Seats. Since paper tickets will not be distributed, you are encouraged to set up a Flash Seat account in advance by registering at flashseats.com.
